William Stewart Fouks was born in Amery on December 15, 1953, to Floyd R. Fouks and Lola M. (Stensvold) Fouks of Deer Park. He was the third of eight children. He was baptized and confirmed at St. Paul's Lutheran Church in Deer Park. He was active in 4-H and FFA and graduated from New Richmond High School in 1972. He graduated from Eau Claire Vocational School in auto mechanics in 1974.

Bill farmed with his father and brother for a while then worked for Thompson Well Repair, installing and repairing water wells. He enjoyed getting to know the people in the neighborhood as he went from one work site to another. In 1982, he returned to farm with his parents and brother and formed a partnership with his brother after his father passed away in 1991. Bill served on coop boards for New Richmond Farmers Union, Farmers Coop-Baldwin and GoldStar Cooperative as they were developing Precision Ag, LLC. He was a delegate to MidAm milk marketing cooperative and MidWest Breeders annual meetings and was a member of the Holstein Association. He quit farming in 2002 and went to work as a tire technician at Noble's Tire Service in New Richmond. Once again, he had the opportunity to interact with many people as they came for service work.

Bill enjoyed his antique tractor pulls, motorcycles, hunting and fishing, cards, beer & cigarettes, golf, road racing events, PACKERS football, and especially visiting with friends and neighbors. He enjoyed a good prank and always strived to get a rise out of people.

Bill was preceded in death by his father, Floyd, in 1991. He is survived by his mother, Lola Fouks of Deer Park; brother, Lowell Fouks of Deer Park; six sisters, Susan (Kirk) Hauser, LaCrosse; Jeanine (Rolf) Carlson, New Richmond; Betsy (Steve) Roubik, Smyrna, Tenn.; Nancy (Tim) Hokkanen, Bloomington, Minn.; Karen (Jay) Kuntz, Minneapolis, Minn.; and Patricia Fouks, (Joe Hudack); New Richmond.
